Defining The Guest Worker Program
Illegal aliens are working in the United States making an income, although they still here illegally. The have a fear of being caught and deported every day they walk out the door to get to work. The low-level paying jobs they work at usually considered being off the book payrolls.
Because these illegal aliens are here without permission, they have no labor laws that protect them. The Bush Administration has proposed a program that will allow the illegal aliens to obtain a guest work permit that will allow them to work at jobs that American cannot seem to adjust too. The farming industry is in need of workers and is willing to accept immigrants in the program.
The Latest On The President
Asking the Congress in his State of the Union address last year to reform the immigration laws, President Bush has taken the first steps towards benefiting the economy. He went on to purpose the temporary worker program to benefit American business with alien workers that Americans will not accept as employment.
This will help the economy by supplying legal workers for the industries that just does not have enough workers to fill the positions. This would make the illegal aliens legal to work jobs and avoid being deported. President Bush feels that the program will allow border control to concentrate on real threats of a different nature to the United States.
The debates started in 2006 over the guest workers program and continue into the year 2007. There is still a strong opposition for allowing illegal aliens into the State to perform jobs that nobody wants.
The Background Of The Issues
The idea of allowing immigrant workers to work jobs in America such as farming and other jobs has Congress debating far to long on one particular issue. They need to know how you would match employers and workers before entering the country. The first time a program of this nature was discussed in the United States was back in the year 2000.
Mexican resident’s plea with the Mexican government to improve the immigration policy with the United States with no luck. Back when President Fox was the President of Mexico, he and then President Bush attempted to talk about a worker program that would allow immigrant worker to work American jobs. It was an attempt to improve the relationship between the two countries. Everyone was happy with the idea and gesture of President Bush. He kept his promise to suggest the bill.

In 1938 Mexico, forbid foreign investments in the energy industry. Since that time, Premex has controlled the oil production industry, which is corrupt, dirty, and ineffective and has become a state monopoly. We might be able to stop buying Arab oil if the Mexican government would open itself up to new technology and resources provided by American oil entrepreneurs and sell to the United States. In order for this to ever take place, if ever, the United States might have to look at the worker program and immigration reforms.
This might be one reason why President Bush turned against his supporters who are conservative when purposing the guest worker program for Mexican laborers.
